19. Paragraph 12. The importance of a sufficient water-supply is recognised by the whole community, and I have informed the Director of Public Works that I am anxious for the necessary works to be pushed forward as rapidly as possible. The Government has no desire to delay these works, but at the same time it does not necessarily follow that the whole of the revenue available from water, after deducting expenditure, should be expended in any one year. In fact that is not possible, as £17 on account of Military Contribution must be deducted. It should also be remembered that if there is any balance in favour of the Water Account after deducting expenditure, it is carried forward to the credit of that account.
